Building permits are essential in protecting the property owner as well as the community by ensuring that new developments are in conformity with applicable regulations, local bylaws and the BC Building Code.
The Building Inspection division is primarily responsible for ensuring that the current building code is complied with along with other building regulations including the District’s Building Bylaw (#409, 2003). Activities include the review of construction building permit drawing submissions, on-site inspection of both new construction and renovations, and review of business licenses for compliance with building bylaw requirements for safety.
The District of Sechelt regulates construction pursuant to the BC Building Code & District of Sechelt Building Bylaw 409, 2003 for reasons of health, safety and the protection of persons and property. Generally, a building permit needs to be issued before the start of ANY construction or renovation within the District of Sechelt. The District of Sechelt Building Bylaw calls for inspections throughout the building process in order to ensure that the BC Building Code is followed. Also, construction needs to comply with zoning provisions.
Building permits are required for all new construction, alterations, additions, decks, pools, chimneys, house moves, temporary buildings/structures, demolitions, structural repair, renovations and accessory buildings. Finishing or refinishing on houses, i.e. painting, wallpaper, paneling, trim work, etc. do not require permits. An accessory building, with less than 10 sq. metres (107 sq. ft.) in floor area, may not require a building permit depending on use, but a plan should be submitted showing its site location on the lot for the conformance with the District of Sechelt Zoning Bylaw.
A building permit is NOT required for some types of construction (see section 1.5.2 of Bylaw No. 409, 2003 - Building Consolidation).

NOTE: Before the permit is approved and construction starts, take photos of any existing damage to roads, curbs and/or sidewalks that abut your property. Provide these photos to the Building Department. This will help you in the timely release of a Security/Damage Deposit at the end of the project.
Inspection requests can be made by calling our front desk at 604-885-1986. Inspection requests should be made 48 hours in advance; however, we can usually accommodate next day bookings. There is no guaranteed time of inspections, however, you may state a preference for morning or afternoon. Please make sure you provide the receptionist with the following information when booking an inspection:
- The permit number
- The street address
- The type of inspection required
- All work being inspected must be complete and ready prior to inspection
During the building permit process the following must be adhered to:
- Work must not proceed past any of the stages listed without prior clearance
- The street address must be posted on the site
- Approved plans for complex (Part 3) buildings should be available on site.
The schedule detailed below describes the inspections that are performed during house construction:
This inspection takes place after completion of foundation forms and prior to pouring concrete. The following must be on the job site for inspection:
- Field inspection reviews by registered professionals that have previously submitted a Schedule "B"
- A siting survey of the foundation formwork prepared by a B.C. Land Surveyor.
Foundation/Roof Drainage And Exterior Foundation Wall Damp-Proofing
This inspection takes place after completion of the foundation drainage system and roof drainage lines (two-pipe system). Damp-proofing, if required, of the exterior foundation wall should also be completed and inspected at this stage. A minimum of 150mm (6 inch) gravel cover must be applied over the foundation drain tile or as per the geotechnical report
Services c/w Sump And Water Service
- Sanitary Sewer (inspection of connection from house to the property line) - This inspection takes place after all the sanitary sewer pipes within private property are laid and properly bedded and a water test is applied.
- Storm Sewer (inspection of connection from house to the property line) - This inspection takes place after the pipes within private property are laid and properly bedded, usually at the same time as the sanitary sewer inspection. The storm water sump should also be completed and inspected at this stage.
Inspection of connection from house to the property line. This inspection takes place after the water service line is laid and bedded with water test on.
This inspection takes place after the installation of drainage, vents and water piping within the building. A water test must be applied to the drainage, venting and potable water piping.
- Plumbing and Rough-in Inspections - rough in plumbing inspection is required when all drains, vents and water piping are complete with the appropriate test applied.
- Tub and shower (fixture) installation, and overflow test (can be done at frame inspection). All P-traps shall be installed for this inspection.
NOTE: Any plumbing to be covered by concrete or buried in the ground must first be inspected and approved. This includes water lines and drainage.
Foundation Insulation and Slab Damp-proofing
(Floor Slab and Crawl Space) - This inspection takes place after the installation of the foundation wall and/or slab insulation and the UV protected polyethylene (6 mil) over the base material and prior to placing the concrete. Where slab is hydronically heated, this inspection will be done after installation of insulation, and piping. For all slabs on grade, where the fill material depth exceeds 450mm (18”), confirmation of the quality and compaction of fill material by an accredited testing company may be required.
The following may also be required for this inspection:
- confirmation of the quality and compaction of backfill material for basement slabs; and
- hydronic heating system calculations and installation details.
Gas vents and gas piping
This inspection takes place after the installation of the rough-in gas piping, type B vents and/or direct vent fireplaces. Fire stopping of B vents at floor and ceiling joists must be complete at this time (blocking off joists with sheet metal installed both top and bottom).
This inspection takes place immediately prior to installing any insulation. The building framing will be completed, the windows and doors have been installed, all the trades will have completed their respective rough-ins, and all fire stopping is in place. The following should be on site for this inspection:
- A sealed copy of the truss designs
- the Professional Engineers review, if applicable
- Sealed designs for any manufactured wood products used
- Mechanical ventilation calculations
Certification of the heating systems - Mechanical Ventilation
As part of the Frame inspection one of the 4 forms below must be submitted to the Building Department.

Both of these steps are to be inspected separately prior to any rock or finish coats being installed.
Insulation and vapour barrier inspection
This inspection takes place after installation of the thermal insulation and vapour barrier but before installing a finish surface. Insulation Letter - Residential. Insulation Letter - Non residential
Final insulation and vapour barrier inspection - when blown insulation is used, immediately following installation.
Final Building Inspection
Confirm all engineers that have previously submitted a Schedule B have submitted a Schedule C-B and all documents asked for at previous inspections have been submitted.
This inspection takes place simultaneously with the acceptance of the electrical, plumbing and gas systems.
Certification of installed insulation is required for this inspection. A Final Inspection Checklist form and the certification forms are also available at the Building Department. After final inspection and approval of the building, an Occupancy Certificate will be issued for new construction. This certificate must be obtained prior to the new house being occupied.
NOTE: No person shall use or occupy or cause or permit to be used or occupied, any building or part thereof until he has received a certificate of occupancy from the building inspector.
Final Engineering Department Inspection - This inspection is generally done by the building inspector to ensure that the area has been cleaned-up and that no damage has occurred to the road/sidewalk/curb etc. during the course of construction.
