The rental of an entire home or apartment on a property where the owner does not live. This includes vacation homes and investment properties.

A Type 3 STR is the rental of a home or apartment on a property where the owner does not primarily reside (i.e. "un-hosted"). This applies to vacation homes and investment properties.
A limited number of Temporary Use Permits (TUP) will be made available to operate a secondary (non-principal) residence year-round. Council has established a target of a maximum of 15 Temporary Use Permits to be approved. TUPs are subject to Council approval. Applications will be considered based on priority criteria, such as neighbourhood fit.
A maximum of one Type 3 STR unit is permitted to be rented per property. Multiple suites/units are not allowed for Type 3 STRs.
Temporary Use Permits are valid for three years and may be renewed once for a final period of 1-3 years.

Cost
One-time TUP application fee of $1800. A refund of 20% will be applied if the application is withdrawn prior to Council consideration.
Short-term rental business licence fee of $3000/year.

Type 3 operators can avoid applying for a Temporary Use Permit and move directly to applying for a business licence (step 2) if they can prove they operated lawfully before October 2022.
If a Type 3 rental operated lawfully prior to October 2022, the operator must prove so. Review the letter sent to Type 3 operators including a list of criteria to submit. Read the letter here.

Step 1 - Apply for a TUP
If step 1 is approved, OR if non-conforming status is proven, please move on to step 2.
Step 2 - Apply for a business licence
- STR Business Licence Application
- Self Assessment and Attestation
- Parking Plan (if not completed in Step 1).
- Are you a long-term renter looking to rent out the entire home? If so, you will also need to complete an Owner Consent form.
- Is your home part of a Strata? If so, please fill out the Strata Consent form.
Owners will be fined for advertising without a licence.
