West Porpoise Bay Area A02 Sewer Expansion: April - November 2018

The District of Sechelt has received funding from the Clean Water and Wastewater Fund for the expansion of its sanitary sewer system into Sewer Infill Area A02. Watch for road closures and detours during construction. Please obey flaggers. This project has been split into three phases.

April 8, 2019 Update:

Construction and substantial completion inspection is completed, and there were no deficiencies of note. This project is nearing completion and acceptance is expected by the end of the month. After the works are accepted by the District houses will be able to tie in.

Phase I:

Area A02 - Phase I has been awarded to BA Blacktop. Construction is underway and scheduled to be complete by the end of the year. 

January 18, 2019 Update

  • Project has reached substantial completion

November 9, 2018 Update:

  • Blasting has completed and sanitary main installation to be wrapped up by the end of the day.
  • Pressure testing the sewer main and paving to be completed by November 16.

November 1, 2018 Update:

  • Camera videoing of the new main on November 5 and 6
  • Blasting tentatively scheduled for November 6 on Lookout Ave

October 17, 2018 Update:

  • Waiting for firm date from blasting company to complete Lookout Ave Sani Main, expect last week of October or early November.
  • Internal video of sewer main will need to be done after Sani Main is complete. 

Phase II & III:

 

Area A02 - Phase II has been awarded to Maycon Construction Ltd. Ground work is scheduled to start by the end of January 2019 and is expected to be complete by Spring 2019. 

March 5, 2019 Update

  • Construction is extending up the private right of way.
  • Blasting on Lookout Ave S expected to start March 6th, 2019
  • Construction on Lookout Ave S expected to start March 11th, 2019

February 8, 2019 Update

  • Site clearing is ongoing at the north end of Gale Ave N.
  • Sewer main installation is expected to start early next week at the north end of Gale Ave N.

West Sechelt Area A06 Sewer Expansion

A meeting was held on April 8th with residents of the Wakefield area. Summary notes from this meeting can be found here. At this meeting, questions were raised by residents. Answers to these questions can be found here. The Sewer Connection criteria brochure can be found here.

Summary

Area A06 has been awarded to Bear Creek Contracting Ltd. Construction is underway. The project is funded 83% through the Wastewater Clean Water Funding Grant from the Province. The District contribution is 17%.  As per the grant agreement, the project must be completed by end of March, 2019.  


July 15, 2019 update:

BA Blacktop will be completing the following paving:

July 15th: Pickleball Cr

July 16th: Anchor Place

July 17th: Shouldering and gravel Placement

July 18th: Acorn Ave

July 19th: Miscelanious works on Wakefield, including water curbing and repairs.


July 11, 2019 update:

The District’s contractor, Maycon, will complete the repairs to the sewer main along Wakefield Road starting July 11th. Once this work is completed notices will be deleivered to all residents informing them of the procedure to connect to the sanitary sewer.

 

June 10, 2019 update:

The District’s contractor, Maycon, will complete the installation of the sanitary sewer main on Wakefield Road across Wood Creek. The works are scheduled for the week of June 17, 2019 and will be completed by June 21, 2019. Wakefield Road will be closed to through traffic at the Wood Creek Culvert during this time.

 

Residents North (Above) Wood Creek: Please take Norwest Bay Road to access your properties.

Residents South (Below) Wood Creek: Please take Highway 101 to access your properties.

 

Please take notice of all onsite signage throughout the construction period, traffic control, and use extreme caution when approaching the construction zone.

Paving will be completed when the paving contractor is available for the work, between June 20th and early July, 2019.

 

 

 

Hours of work will be 7:00am until 5:00pm, Monday to Friday.

May 24, 2019 update:

There are two identified deficiencies in the sanitary sewer main along Wakefield Road. Maycon Construction has been contracted for these repairs. Completion of these repairs is expected on or before Friday, July 12th.

BA Blacktop has been contracted to complete all the paving works outstanding on Wakefield Road, Acorn, Anchor, and Pickleball.

 

May 24, 2019 update:

Paving on Wakefield is now completed.

Bear Creek Contracting has implemented temporary dust control measures using a dust control agent on Acorn Road, Anchor Road and Pickle Ball Place. Final asphalt paving schedule is still to be determined by ISL Engineering and Bear Creek.

May 22, 2019 update:

Paving on Lower Wakefield will be completed on Thursday, May 23. Paving on Acorn, Anchor, and Pickleball is expected to commence next week.

Paving is scheduled to be completed on Thursday, May 23, weather permitting.

May 13, 2019 update:
  • Hydroseeding is booked for completion this week. 
  • Paving on lower Wakefield is planned for early next week.
  • Pickleball, Acorn and Anchor paving is planned for next week. 
May 10, 2019 Update:
  • Hydroseeding has been completed along Wakefield Road. This green spray is a mixture of grass seed, mulch, and fertilizer, designed to give grass a healthy start, while supporting the slopes. More basic information about hydroseeding can be found here
May 8, 2019 Update:
  • Hydroseeding is expected shortly. This will address the back of the existing slopes for stability, but will not seed the road shoulders
  • The contractor is completing the final works, including grouting the manholes and landscaping.
  • The shoulder was widened along the east side of Wakefield for pedestrian safety.
  • The contractor has completed all the sewer main and service connections, except for the works at the Wakefield Culvert
  • The pavement markings will be installed in June, as part of the 2019 District wide paving program.
  • The District is working with the contractor in order for the District of taking over the paving of Anchor, Acorn, Gowland and Pickleball. Our consultant and the contractor are meeting Friday, May 10th to discuss this.
  • With regard to the culvert, the expected completion date for this project is June 30th. The District has completed the design for the Wakefield Culvert and the embankment, and ordered the concrete culvert, and associated structures. The tender will be issued for this week.
 May 1, 2019 Update:

Bear Creek has been grouting the manholes, and will continue this until completed (expected May 2nd), 

Closed Circuit video inspections are expected to run from May 2nd until May 3rd.

Landscape Restoration is expected to continue until completion early next week.

Paving is expected week of May 6th 

April 18, 2019 Update:

Bear Creek is planning to complete the cold patch on Highway 101 over the weekend

The following works will be completed in the week of April 22nd: 

  • Continue Grouting Manholes
  • Prep driveway for Asphalt
  • Complete outstanding shouldering on Gowland
  • Continuing property Restoration
  • Hydro seeding
  • Sewer main Inspections
  • Completion of the paving is expected the week of April 29th, depending on the paving contractors schedule. 

April 15, 2019 Update:

  • The contractor is in the process of relocating its equipment as all sewer main and pressure testing is complete
  • The intersection of Wakefield and Highway 101 and Wakefield and Norwest Bay Road will be paved tomorrow, April 16. The gravity main and forcemain tie-in across Highway 101 has been completed.
  • Landscaping, shouldering, manhole grouting, and pipe video inspection will be completed  throughout the upcoming weeks
  • Pickleball is prepped for asphalt paving with Anchor and Acorn to be prepped as part of the Contractor's clean-up efforts. A firm date for paving has yet to be scheduled.

April 10, 2019 Update:

  • All sewer main and pressure testing is complete
  • Landscaping, shouldering, manhole grouting, and pipe video inspection will be completed starting today and to be competed throughout the upcoming weeks
  • The gravity main and forcemain tie-in across Highway 101 has been completed. Paving the intersection is to be completed as soon as possible however a firm date has yet to be scheduled
  • Pickleball is prepped for asphalt paving with Anchor and Acorn to be prepped as part of the Contractor's clean-up efforts. A firm date for paving has yet to be scheduled.

April 8, 2019 Update:

  • Acorn Road sewer main and service installation is complete 
  • The gravity main tie-in across Highway 101 has been completed and the forcemain tie-in to be completed this Monday and Tuesday. Expect work to affect the Wakefield-Highway 101 intersection at times. Access from Norwest Bay Road is recommended.
  • Pressure testing is to be completed along Anchor, Pickleball and Acorn on Wednesday.. Watch for workers on the road while the testing is completed
  • Landscaping and manhole grouting will be completed when possible

April 5, 2019 Update:

  • The sewer main installation across Highway 101 is to be completed throughout the remainder of this weekend. Expect work to affect the Wakefield-Highway 101 intersection at times. Access from Norwest Bay Road is recommended. The gravity main tie-in has been completed however pressure testing of the forcemain will be carried out over the next couple days before the final tie-in
  • Acorn Road sewer main installation is near complete and should be wrapped up throughout this weekend and early next week. Expect delays this weekend as crews will be working at the Acorn-Gowland intersection.

April 4, 2019 Update:

  • The sewer main installation across Highway 101 is to be completed throughout the remainder of this week. Expect work to affect the Wakefield-Highway 101 intersection at times. The gravity main tie-in is completed however pressure testing of the forcemain will be carried out over the next couple days
  • Acorn Road sewer main installation is near complete and should be wrapped up throughout the next week
  • Pickleball Road is prepped for paving with a tentative paving date of April 22nd

April 3, 2019 Update:

Thank you to everyone who attended the community meeting last night. We will have the geotechnical reports you requested posted to this page shortly. We will also post the questions and answers from last night for the benefit of those who were not in attendance. 

Most importantly please submit your damage reports to Sanath Bandara at sbandara@sechelt.ca as soon as possible. As Bear Creek expects to be finished their portion of the project by April 30th we would like to give them a list of damage at least two weeks before they leave. If you find damage after the end of the month you can still contact Sanath to discuss options. 

March 28, 2019 Update:

  • The sewer main installation across Highway 101 is to be completed throughout the remainder of this week. The crossing was completed last night with the tie-in to the existing sewer system to be carried out over the next couple days
  • Wakefield has been pressure tested and paved with property frontages being reinstated throughout the next week
  • Pickleball has been prepped for paving however the completion date has yet to be determined
  • Sewer main and services has been completed along Anchor Place with paving prep and asphalt installation remaining
  • Sewer main is being installed along Acorn Place and scheduled to be completed within the next week

March 21, 2019 Update:

  • Wakefield Road will be prepped for paving by the end of the day March 22 - Wakefield Road is 
  • Pickleball has been prepped for paving however the completion date has yet to be determined
  • Sewer main has been completed along Anchor Place with services being installed throughout the remainder this week
  • Blasting along Acorn will be completed late this week with sewer main and services being installed as blasts allow
  • Manhole grouting continues to be completed, expect periodic lane closure throughout the site while this is completed
  • Pressure testing to be completed periodically when possible

March 19, 2019 Update:

  • Wakefield Road will be restricted to one lane March 20th while paving crews mill the existing asphalt in preparation for paving next week
  • Gowland Road has been paved with shouldering remaining to be completed
  • Pickleball has been prepped for paving however the completion date has yet to be determined
  • Sewer main and services to be completed along Anchor Place throughout this week
  • Blasting along Acorn to continue through this week and next week as sewer main and services are installed
  • Manhole grouting continues to be completed, expect periodic lane closure throughout the site while this is completed
  • Pressure testing to be completed periodically when possible

March 15, 2019 Update:

  • Expect workers along Gowland Road and Pickleball Road as a second crew is on site prepping for paving - tentative Gowland Road paving scheduled for March 18th
  • Sewer main and services to be completed along Anchor Place and Acorn Road throughout this week and next
  • Blasting along Anchor and Acorn to continue through this weekend and next week
  • Manhole grouting to be completed, expect periodic lane closure throughout Wakefield and Gowland while this is completed
  • Pressure testing to be completed periodically when possible

March 7, 2019 Update:

  • Expect workers along Wakefield Road as a second crew is on site prepping for paving - tentative Wakefield Road paving scheduled for March 15th

  • Bear Creek has obtained a new Blaster. Expect blasting to commence as early as Monday, March 11th along Anchor and Acorn
  • Manhole grouting to be completed, expect periodic lane closure throughout Wakefield and Gowland while this is completed

March 4, 2019 Update:

  • Sewer main and services to be completed along Anchor Place throughout this week
  • Bear Creek has obtained a new Blaster. Expect blasting to commence as early this week along Anchor and Acorn
  • Manhole grouting to be completed, expect periodic lane closure throughout Wakefield and Gowland while this is completed
  • Pressure testing to be completed when possible

February 8, 2019 Update:

  • Remaining service laterals will be completed along Wakefield Road throughout this weekend, possibly early next week. Possible noise daily throughout the week as rock hammering will be required to complete the install.
  • The culvert at the intersection of Wakefield Road and Highway 101 will be replaced tentatively February 13 & 14. Look for signage and warnings indicating these works as access to the highway will be restricted to a single lane until the installation is completed. Access from Norwest Bay is encouraged during this period.
  • Works along Anchor Place is expected for late next week.
  • Pressure testing the sewer main north of Anchor is tentatively schedule to be completed late next week.

February 4, 2019 Update:

  • Remaining service laterals will be completed along Wakefield Road throughout this week. Possible noise daily throughout the week as rock hammering will be required to complete the install.

January 24, 2019 Update:

  • Remaining service laterals will be completed along Wakefield Road throughout this week and continuing on February 4th following the Contractor's break
  • Work on Anchor Place has halted until further notice
  • Blasting halted temporarily due to blasting error and WorkSafe investigation. 

January 19, 2019 Update:

  • Sanitary sewer main installation along Wakefield Road has been complete and the remaining service laterals will be complete in the coming week
  • Blasting is expected to commence on Pickleball this week followed by Anchor Place, sewer main to be installed as the bedrock is removed. 
  • The Contractor will be away from the site from January 27th until February 3rd

December 10, 2018 Update:

  • Blasting to continue on Wakefield then Acorn, Pickleball and Anchor
  • Sewer main and service installation to continue where possible with rock removal progress
  • Contractor to be onsite until December 19 and offsite for the holidays then returning January 3, 2019
  • Highway crossing and tie-in to be completed with the return in 2019
  • The Contractor has been advised that all relevant bylaws must be followed and Bylaw Enforcement Officers will be monitoring the project

November 9, 2018 Update:

  • Blasting along Wakefield Road is underway between Acorn Road and Norwest Bay Road and is expected to continue through until next week. Residents directly affected by the blasting are recommended to listen carefully for the warning horn prior to ignition and stay clear of the construction site while blasting occurs. 
  • Sanitary sewer main and sanitary service tie-ins are to continue along Wakefield Road from Acorn Road to Norwest Bay Road
  • Ditching repairs and erosion control measures to be completed along Wakefield Road north of Highway 101.

November 1, 2018 Update: 

  • Blasting is tentatively scheduled for November 5 on Wakefield Road near the Acorn Road intersection. 
  • Installation of new sanitary sewer pipe will continue on Wakefield Road heading toward Norwest Bay from Acorn Road.

October 19, 2018 Update: 

  • Gowland Road work the week of Oct 22 includes: complete installing service tie-ins from sanitary main to property line (estimated completion Oct24), site clean up, 
  • Wakefield Road: waiting for blasting permits from Fortis. Blasting to begin when permit received. Residents in immediate area of blasting will receive written notice 24 hours prior to blasting. Site clean up and shoulder work to continue.

October 23 Update:

  • Work begins today on Wakefield Road starting at 5619 and working toward Norwest Bay Road
  • Service installs will be complete on Gowland Road by evening of Oct 24
  • clean-up on Wakefield Road and Gowland Road will be complete by the end of the week
  • Bear Creek crew is working on 3 week on and 1 week off schedule so no work will take place the week of Oct 29
  • Blasting MAY begin November 6

October 17 Update: 

  • Crews are currently installing sanitary sewermain on Gowland Road by 6523 heading north. Expect to be completed sewer main install by/on Oct 20th with service tie-ins left to install next week.
  • Further work on Wakefield Road, Anchor Place, Pickleball Court and Acorn Road cannot proceed any further without a blasting permit from Fortis Gas. Hoping to receive permit early next week.
